WHO-GMP certified plant at Dabkori, Panchkula
Vibcare Healthcare provides third party capsule manufacturing from its own plant in Panchkula, Haryana, for general hard-gelatin capsules. Fill preparation, filling on an ACG AF90T automatic machine, and blister, alu-alu and strip packing all sit in one block, with an installed capacity of 950 million capsules a year. Foil for blister and strip packs is printed inside the plant on our own rotogravure unit, which keeps artwork changes and repeat orders on our schedule rather than a converter’s.

The machines your batch actually runs on
The section runs as one line from dispensing to secondary packing. The fill is prepared in the granulation area, filled on the automatic machine in the capsule room, and packed on the same blister, alu-alu and strip machines that serve the tablet section.

What we are already tooled for
The pack is set by the change part — the tooling that fixes pocket shape, capsule count and strip size. A format already tooled runs without new tooling cost or added lead time. Some of what is currently in use for capsules:

Total approvals across all dosage forms run past 750. Of the capsules on our published product list, these are the largest segments. A product already on the list can be quoted against a batch size straight away; anything new needs a product permission from FDA Haryana, which we apply for and give you a timeline on.
Quality control and release
GLP certified laboratories in a separate block
Chemical and instrumental
HPLC from Shimadzu, dissolution apparatus from Electrolab, UV spectrophotometry and precision balances, with supporting instruments from LabIndia and PCI Analytics. Full pharmacopoeial testing of raw material and finished product, including dissolution of pellet and modified-release fills.
Microbiology
A separate microbiology laboratory with HEPA-filtered laminar air flow units, running microbial limit testing, water testing and environmental monitoring of the classified areas.
Stability
Stability chambers from Thermolab running ICH accelerated and long-term studies, with trending and shelf-life data held as records.
With every batch
Batch manufacturing record, in-process check data, including fill weight checks, and a certificate of analysis released against written specifications before dispatch.
The plant
Purpose-built at Dabkori, Panchkula
Two blocks, one direction of flow
Material and personnel flows are kept in one direction across the site.
Block 1 holds manufacturing and packing for capsules, tablets, oral liquids and external preparations, with finished goods storage and dispatch.
Block 2 holds quality control, microbiology, quality assurance, the raw and packing material warehouses, and administration.
The site is licensed for the general section. Beta-lactam products are not made here, so no segregation between beta-lactam and general campaigns is required.

39 export approvals sit on the licence, 4 of them capsules: duloxetine delayed-release capsules USP 20 mg, omeprazole gastro-resistant capsules BP 20 mg, pregabalin capsules BP 75 mg and tamsulosin hydrochloride modified-release capsules BP 400 mcg.

How to start
Five steps from brief to dispatch
- Send the brief. Composition, strength, capsule size and colour if fixed, pack size, annual quantity and the market.
- Feasibility. We check the formulation against the licence and the pack against the change parts we hold.
- Quotation. Rate, batch size, lead time, payment terms, and any change part cost, in writing.
- Artwork and permission. Artwork checked against labelling requirements; product permission applied for where the formulation is new to the licence.
- Manufacture and release. Batch record and certificate of analysis travel with the consignment.

Before you send a brief
Is the capsule section WHO-GMP certified?
Yes. WHO-GMP site certificate No. 1/182-1Drug-I-2024/10117, issued by the State Drugs Controller, FDA Haryana on 24 October 2024. General capsules are named on it for production, packing and quality control.
Do you manufacture beta-lactam capsules?
No. The site is licensed for the general section only.
Do you make soft gelatin capsules?
No. The section fills hard-gelatin capsules with powder, pellets, or pellets and powder together.
What is the annual capsule capacity?
950 million capsules a year. The same plant runs 1.1 billion tablets, 30 million bottles of oral liquid and 40 million tubes of external preparations a year, so a range spanning more than one dosage form can be made at one site.
Can you fill pellets and modified-release capsules?
Yes. Enteric-coated PPI pellets, sustained-release prokinetic pellets, delayed-release duloxetine and modified-release tamsulosin are already on the product list, along with combinations that fill pellets and powder into one capsule.
Which pack formats can you supply?
PVC and PVDC blister, alu-alu, aluminium strip, and HDPE, PET or glass bottles, finished into mono cartons and shippers. Blister and strip foil is printed on the 4-colour rotogravure unit inside the plant.
What if the format I want is not tooled yet?
A new format needs a new change part. We quote the tooling cost and the time it adds along with the rate, before the order is placed.
Can you make a product that is not on the approved list?
Yes, for capsules within the licensed scope. It needs a product permission from the Food and Drugs Administration, Haryana. We apply for it and give you the expected timeline with the quotation.
What is the minimum order quantity?
It follows the batch size, which depends on the composition, the capsule size and the fill. The minimum batch quantity for your product comes with the quotation, along with the rate at that quantity.
Do you supply for export?
Yes. 39 export approvals to USP and BP monographs, 4 of them capsules, currently supplying 22 markets across Asia, Africa and Latin America. Stability data and registration documentation are prepared in our own laboratories.
