More than 650 operational pharmaceutical units in Himachal Pradesh by IBEF’s count, most of them in the Baddi–Barotiwala–Nalagarh belt, an hour from Chandigarh.
How it grew
Under the central and state industrial incentives for hill states from 2003, which brought formulation plants for domestic supply, contract manufacturing and PCD companies into the belt in large numbers.
What it is known for
Contract manufacturing of tablets, capsules, liquids and externals for marketing companies across India; a smaller export share than Gujarat.
Incentive status
Units that held the pre-GST central excise exemption receive a refund of the central share of GST under the Scheme of Budgetary Support, approved by the Union Cabinet in 2017 for 4,284 eligible units in the hill states and the North East, running from 1 July 2017 to 31 March 2027. Units set up after July 2017 are outside it.
Licensing
Manufacturing licences and WHO-GMP certificates are issued by the State Drugs Controller, Himachal Pradesh, under the same Drugs and Cosmetics Rules and the same WHO-GMP scheme as every other state.

What buyers believe about Baddi plants, and what is true

Three beliefs a marketing company brings to the search

“Baddi is cheaper”
It was, for units that held the excise exemption, and part of that advantage continues as a GST refund until 31 March 2027 for those units only. A plant set up in the belt after July 2017 has no such benefit, and after March 2027 none does. A rate quoted today by an eligible unit is a rate that changes on 1 April 2027; ask every plant whether its rate depends on the scheme.
“Baddi has the most contract plants, so the plant will be good”
It has the largest count IBEF publishes for any belt in the north. The plant you would use is judged on its own licence sections, WHO-GMP certificate and date, laboratory and proposal; the belt gives you a long shortlist, and the shortlist is where the work is.
“Baddi is the north-Indian hub”
It is one of them. Haryana’s Panchkula–Ambala plants, 55 km away, and Uttarakhand’s Haridwar–Dehradun belt are on the same roads and under the same rules, without the belt’s dependence on the 2027 scheme.

What decides your rate and lead time

Five things that set them, wherever the plant is

Batch size and annual quantity
The quantity you commit per product sets the batch, and the batch sets the rate per pack more than any other line.
Pack format
Blister, alu-alu, strip, bottle or tube, and who prints the foil and cartons, decide the packing cost and the time an artwork change takes.
API price
The active ingredient is the largest part of most product costs and moves with the market, wherever the plant is.
Whether the product is on the licence
A product not yet on the plant’s licence needs the state authority’s endorsement before the first batch, which adds weeks in every state.
The lead-time start point
Days to dispatch mean nothing without the event they are counted from. Ask for it in writing.

Approvals
The plant holds manufacturing licences MLF252023HR000004 and MLF282023HR000005, valid until 7 May 2028, and WHO-GMP site certificate No. 1/182-1Drug-I-2024/10117 issued by FDA Haryana on 24 October 2024 for all four sections. It also holds a GMP certificate under Revised Schedule M dated 14 November 2024, a GLP certificate for the laboratories and ISO 9001:2015 certification. The plant was built to the revised code from the ground up.
Capacity
The plant was commissioned in May 2023 and can produce 1.1 billion tablets, 950 million capsules, 30 million bottles and 40 million tubes a year.
Lead time
Dispatch takes 45 to 60 days from the day the artwork is finalised, for the first batch and for repeat orders, and the proposal states this in writing.
Rate
The rate is quoted in writing against your product list, pack sizes and annual quantity. The plant is outside the hill-state budgetary-support scheme, so the rate you receive now is the rate after March 2027.
Laboratory and release
The GLP-certified laboratories on site run Shimadzu HPLC, Agilent GC, Electrolab dissolution testers, UV spectrophotometers and Thermolab stability chambers. Every batch is tested and released here with a certificate of analysis.
Four sections at one plant
Tablets, capsules, oral liquids and external preparations are manufactured at one site, and blister and strip foil is printed on the plant’s own rotogravure unit.
Documents
You receive the Site Master File for vendor qualification, copies of the licences and certificates, and stability data on request. A quality agreement is signed after order confirmation.
Audit in a day
Chandigarh airport is 35 km from the plant, about 45 minutes by road; Delhi is 250 km by NH-44 and Baddi 55 km. The plant is open to your quality team by appointment.

Is Baddi cheaper for third party manufacturing?

For units that held the pre-2017 excise exemption, part of the old advantage continues as a refund of the central share of GST until 31 March 2027; for units set up after July 2017 it never applied. Compare rates on batch size, pack format and quantity, and ask each plant whether its rate depends on the scheme.

Is Baddi better than Gujarat for third party manufacturing?

Neither hub is better as a hub. The Baddi belt has more contract plants for domestic supply; Gujarat has more large plants and an API base. The plant you would use is compared on its licence, WHO-GMP certificate, laboratory and written proposal, and on those lines the plant at Panchkula, 55 km from Baddi, stands in the same comparison.

Why does Vibcare Healthcare in Panchkula appear on a page about Baddi?

Can a company from any state buy from a Baddi or a Panchkula plant?

Yes. The buyer needs a wholesale drug licence (Form 20B and 21B) from its own state drug controller and a GST registration; interstate supply carries IGST; the pack names the buyer as marketer and the plant as manufacturer with its licence number.

What is the lead time from Panchkula?

45 to 60 days from the day the artwork is finalised, for the first batch and for repeats, stated in the proposal; dispatch to your depots in any state by road, freight to your account.

Can we audit the Panchkula plant on a Baddi trip?

Yes, by appointment. Dabkori is 55 km from Baddi, about an hour and a half by road, and 35 km from Chandigarh airport; the Site Master File goes to your vendor qualification desk and a quality agreement is signed after order confirmation.
