Vibcare Healthcare provides third party manufacturing of syrups, suspensions, oral solutions and oral drops from its own plant in Panchkula, Haryana. Manufacturing vessels, bottle filling, capping and labelling sit in one section, with an installed capacity of 30 million bottles a year. Bottles run in HDPE, PET and glass, and cartons and shippers are printed to your artwork.

Inside the oral liquid section
The machines your batch actually runs on
The section runs as one line from dispensing to secondary packing. The batch is made in the manufacturing vessel, filtered and held in the storage vessel, then filled and capped on the line in the same section before labelling and cartoning.

Bottle size, cap and closure are set by the change parts on the filling and capping line. A format already running goes straight to quotation; a new bottle is quoted with its tooling and lead time. Some of what is currently in use:

Total approvals across all dosage forms run past 750. Of the oral liquids on our published product list, these are the groups by use. A product already on the list can be quoted against a batch size straight away; anything new needs a product permission from FDA Haryana, which we apply for and give you a timeline on.
Quality control and release
GLP certified laboratories in a separate block
Chemical and instrumental
HPLC from Shimadzu, UV spectrophotometry, pH, viscosity and precision balances, with supporting instruments from LabIndia and PCI Analytics. Full pharmacopoeial testing of raw material and finished product.
Microbiology
A separate microbiology laboratory with HEPA-filtered laminar air flow units, running microbial limit testing on every liquid batch, water testing and environmental monitoring of the classified areas.
Stability
Stability chambers from Thermolab running ICH accelerated and long-term studies, with trending and shelf-life data held as records.
With every batch
A certificate of analysis released against written specifications before dispatch, with in-process check data, including fill volume checks from the line, recorded at the plant.

Purpose-built at Dabkori, Panchkula
Two blocks, one direction of flow
Material and personnel flows are kept in one direction across the site.
Block 1 holds manufacturing and packing for oral liquids, tablets, capsules and external preparations, with finished goods storage and dispatch.
Block 2 holds quality control, microbiology, quality assurance, the raw and packing material warehouses, and administration.
The site is licensed for the general section. Beta-lactam products are not made here, so no segregation between beta-lactam and general campaigns is required.

Written to USP and BP monographs
39 export approvals sit on the licence, including azithromycin oral suspension USP 200 mg. Export approvals for further syrups and suspensions are applied for against a confirmed market and monograph, and stability data for the dossier is generated in our own laboratories.

How to start
Five steps from brief to dispatch
- Send the brief. Composition, strength per 5 ml, bottle size, pack, annual quantity and the market.
- Feasibility. We check the formulation against the licence and the bottle against the change parts on the line.
- Quotation. Rate, batch size, lead time, payment terms, and any change part cost, in writing.
- Artwork and permission. Label and carton artwork checked against labelling requirements; product permission applied for where the formulation is new to the licence.
- Manufacture and release. Batch record and certificate of analysis travel with the consignment.
Questions buyers ask
Before you send a brief
Is the oral liquid section WHO-GMP certified?
Yes. WHO-GMP site certificate No. 1/182-1Drug-I-2024/10117, issued by the State Drugs Controller, FDA Haryana on 24 October 2024. Oral liquids are named on it for production, packing and quality control.
Do you manufacture beta-lactam dry syrups?
No. The site is licensed for the general section only, so amoxicillin, cefixime and other beta-lactam dry syrups are not made here.
What is the annual oral liquid capacity?
30 million bottles a year. The same plant runs 1.1 billion tablets, 950 million capsules and 40 million tubes of external preparations a year, so a range spanning more than one dosage form can be made at one site.
Which bottle sizes and types can you fill?
HDPE, PET and amber glass bottles, from 15 ml oral drops with a dropper to 60 ml and 100 ml packs with a measuring cup, finished into mono cartons and shippers.
Can you make suspensions and oral drops, not just syrups?
Yes. 30 suspensions, 14 oral solutions and emulsions and 12 paediatric oral drops are already on the product list alongside 29 syrups.
What if the bottle I want is not on the line yet?
A new bottle or closure needs a new change part on the filling and capping line. We quote the tooling cost and the time it adds along with the rate, before the order is placed.
Can you make a product that is not on the approved list?
Yes, for oral liquids within the licensed scope. It needs a product permission from the Food and Drugs Administration, Haryana. We apply for it and give you the expected timeline with the quotation.
What is the minimum order quantity?
It follows the batch size, which depends on the composition and the bottle size against the vessel capacity. The minimum batch quantity for your product comes with the quotation, along with the rate at that quantity.
Do you supply for export?
Yes. 39 export approvals to USP and BP monographs, including azithromycin oral suspension USP, currently supplying 22 markets across Asia, Africa and Latin America. Stability data and registration documentation are prepared in our own laboratories.
